Encourage investment projects in technology with low greenhouse gas emissions
The draft by the Ministry of Natural Resources and Environment encourages new investment projects to apply technologies, production processes, and service provision with low greenhouse gas emissions.


The Ministry of Natural Resources and Environment is drafting a Decree regulating greenhouse gas emission reduction and ozone layer protection. According to the draft, all organizations and individuals are encouraged to reduce greenhouse gas emissions in accordance with their conditions and activities.

The GHG emission reduction target approved by the Prime Minister in the Nationally Determined Contribution (NDC), includes GHG mitigation target for the energy, agriculture, land use and forestry, waste management, industrial processes in accordance with the country's socio-economic development conditions and international treaties which Vietnam is a contracting party.

The Ministry of Natural Resources and Environment  coordinates with relevant ministries and agencies in, periodically updating the Nationally Determined Contribution under the Paris Agreement on climate change.

The Ministries: Industry and Trade, Transport, Agriculture and Rural Development, Natural Resources and Environment, Building and organizing the formulation and promulgation of plans to mitigate greenhouse gas emissions in the fields under their management for the period until the end of 2025, the period from 2026 to the end of 2030; implement management measures to achieve the GHG emission reduction targets set out in the Nationally Determined Contribution.

GHG-emitting establishments must inventory greenhouse gases and implement GHG emission mitigation according to the grass-roots GHG emission reduction plan according to the following roadmap: From the end of 2025, implement an inventory of greenhouse gases, develop and implement a plan to mitigate greenhouse gas emissions in accordance with the facility's conditions, technology and management.

In the period from 2026 to the end of 2030, conduct a greenhouse gas inventory, develop and implement a plan to reduce greenhouse gas emissions according to the quota allocated by the Ministry of Natural Resources and Environment in accordance with the target of reducing greenhouse gas emissions; allowed to exchange, trade in greenhouse gas emission quotas and carbon credits on the carbon credit exchange.

Encourage new investment projects to apply technologies, production processes, provide services with low greenhouse gas emissions or participate in mechanisms and methods of cooperation on mitigation of greenhouse gas emissions in accordance with regulations of law and international treaties which the Socialist Republic of Vietnam is a signatory.

Methods of mitigating greenhouse gas emissions include: 1- Policy measures, management of activities to reduce greenhouse gas emissions; 2- The plan to reduce greenhouse gas emissions at the field and grassroots level; 3- Transforming technologies, applying production processes and using services with low greenhouse gas emissions; 4- To participate in mechanisms and methods of cooperation on mitigation of greenhouse gas emissions in accordance with the provisions of law and international treaties which the Socialist Republic of Vietnam is a signatory.

The draft clearly states that organizations, forest owners and individuals involved in forest management are responsible for developing and implementing measures for sustainable forest management, protecting and improving the rate of forest cover, biomass and quality forests to increase the capacity to absorb greenhouse gases.

The Ministry of Natural Resources and Environment has written comments on the proposal to implement programs and projects participating in the mechanism of exchanging and offsetting carbon credits obtained from activities to increase greenhouse gas absorption ensuring national targets on GHG emission reduction and international treaties which Vietnam is a member; manage and summarize the implementation of programs and projects participating in the mechanism of exchanging and offsetting carbon credits obtained from activities to increase greenhouse gas absorption; synthesize data on greenhouse gas absorption on a national scale, develop a national greenhouse gas inventory report every two years.
