Specifically, the Pre-Selection Council includes leaders representing specialized management agencies of Ca Mau province. The selection of enterprises to participate in the National Quality Award 2023 through the Pre-Qualification Council is based on the provisions of Circular No. 27/2019/TT-BKHCN dated December 26, 2019 detailing the competition, promulgating a number of articles of Decree No. 132/2008/ND-CP dated December 31, 2008 and Decree No. 74/2018/ND-CP dated May 15, 2018 of the Minister of Science and Technology regulating the The National Quality Award aims to ensure objectivity in selecting businesses as a basis for proposing the National Council to advise the Prime Minister to sign the awarding decision.

The pre-qualification council approved the report according to the 7 criteria of the 2023 National Quality Award on the situation of production and business activities and compliance with laws on tax obligations, insurance, environment, and labor safety, social security, etc. After reviewing, evaluating, and analyzing the enterprise's report and the results of the on-site evaluation team, the Council agreed to recommend consideration for the National Quality Award 2023. As a result of the selection, the Preliminary Council agreed to give 983/1000 points and recommended that the National Council award the National Quality Award 2023 to PetroVietnam Ca Mau Fertilizer Joint Stock Company (PVCFC) – National Quality Gold Award.

Regarding participation conditions, organizations and businesses have legal status, have continuous production, business and service activities in Vietnam, and have not violated the law for at least 36 months up to the time to register for the award.

National Quality Awards include: National Quality Gold Award and National Quality Award. Winning organizations and businesses receive the National Quality Award trophy and a certificate from the Ministry of Science and Technology.
