General Objectives, the Strategy is to firmly ensure national energy security; sufficiently supply stable, high-quality energy at reasonable prices for fast and sustainable socio-economic development, ensure national defense and security, improve people's living standards, and contribute to protecting people's lives, ecological environment. Carrying out energy transformation makes an important contribution to meeting the target of "zero" net emissions by 2050. The energy sector develops harmoniously among sub-sectors with synchronous and intelligent infrastructure, reaching an advanced level of the ASEAN region.
The Strategy also sets a specific goal of meeting the domestic energy demand, serving the goals of the 10-year Socio-Economic Development Strategy from 2021-2030, of which primary energy by 2030 reaching about 175-195 million tons of oil equivalent (TOE), about 320-350 million TOE by 2045; the total capacity of power sources by 2030 will reach about 125-130 GW, electricity output will reach about 550-600 billion kWh.
Building a smart, efficient power system capable of safely connecting to the regional power grid; ensure safe power supply, meeting criteria N-1 for important load areas and N-2 for particularly important load areas. By 2030, the reliability of electricity supply will be in the top 4 of ASEAN's leading countries, and the electricity access index will be in the top 3 of ASEAN's leading countries.
Promote the development of renewable energy power sources
One of the development orientations of the Strategy is the development of the electricity sub-sector. In which, developing quickly and sustainably power generation sources with reasonable structure and distribution, ensuring safety, reliability and stability in the direction of diversification, focusing on improving the available power factor and having adequate capacity reserve; meet the requirements of ecological environment protection.
Conduct technological research, develop a number of pilot projects for production and encourage the use of hydrogen energy in line with the general trend of the world. Promote the development of renewable energy forms including biofuels, hydrogen fuels and fuel cells for transportation and other purposes. |
