Protection of geographical indications for agricultural products in foreign countries: Lessons from Luc Ngan litchi products
Luc Ngan lychee has officially become the first product of Vietnam to have geographical indications protected in Japan. This event opens up many new opportunities for the export and consumption of Vietnamese lychee in many other markets.


According to statistics from Bac Giang province, in 2021, Luc Ngan district has 15.45 thousand hectares of litchi, an increase of 160 hectares compared to 2020, the output is estimated at more than 120 thousand tons (of which, early ripening litchi is about 30 thousand tons). The production area under VietGAP process reaches 12.4 thousand hectares, an increase of 700 hectares compared to 2020. Forecast for early harvesting of litchi from May 20, litchi in main season from June 10 to July 20.

This year, Luc Ngan district still focuses on three main export markets, including: China (with 36 codes of growing areas, area of 15.29 thousand hectares, production of about 120 thousand tons); US, EU market (with 18 codes of planting area, area 217.89 ha; Japanese market (with 27 codes of growing area, area 194.5 ha, increasing by 9 codes and 96.5 ha with 2020). At the same time, it maintains a sterilization and packaging facility at the Global Food Import and Export Joint Stock Company.

It is known that in 2021, Bac Giang Department of Industry and Trade is expected to organize 5 events to promote litchi consumption, including: Tour program to experience the lychee region; organize events to consume lychees and typical products in a number of major cities in the country; organize a week to promote and introduce Bac Giang's lychee and typical products at Hanoi pedestrian street (scheduled from June 10 to June 17, 2021).

According to Mr. Nguyen Van Bay, Deputy Director of the National Office of Intellectual Property of Vietnam (Ministry of Science and Technology), geographical indications are synonymous with passport and important for Luc Ngan lychee products to enter the Japanese market. Because of the past, in order for this product to enter the Japanese market, there were many stages and processes of quality control, food hygiene and safety.

Mr. Bay also said that in other countries, when registering for the protection of geographical indications, it is only necessary to transfer all the documents on paper and that country will review, evaluate, if found to grant the geographical indication but only the Japanese market is different. With Luc Ngan litchi, after receiving dossiers from Vietnam, Japan has sent experts to take part in the growing area to check and evaluate the whole planting process, from soil, tree, fruit, care and collection and  preserving process.

Previously, in 2008, Luc Ngan lychee was protected geographical indications in Vietnam and also protected geographical indications in Europe after the EU - Vietnam Free Trade Agreement (EVFTA) took effect in 2020.

It is known that along with Luc Ngan litchi, two other agricultural products of Vietnam, Buon Me Thuot coffee and Binh Thuan dragon fruit, are also being supported by the Ministry of Science and Technology to register geographical indications in Japan.
