High-level Dialogue Conference on climate change organized by the Ministry of Natural Resources and Environment in collaboration with the United Nations Development Program (UNDP) and Intergovernmental Panel on Climate Change (IPCC) held in Hanoi in the morning of October 10, 2018. At the conference, there was the attendance of managers, policy makers, representatives of development partners, scientists, businesses, socio-political organizations and media agencies.

Responsibilities of all Parties in responding to climate change through the implementation of commitments stated in the Nationally Determined Contribution (NDC)

Opening speech at the High-Level Dialogue Conference, Deputy Minister of Natural Resources and Environment Le Cong Thanh re-emphasized the significance and role of the 21st United Nations Framework Convention on Climate Change Convention ( COP21) in December 2015, with the adoption of the Paris Agreement - the first global legal framework binding the responsibilities of all Parties in responding to climate change through the implementation of the commitments stated in the National self-determination Contribution (NDC).

With the efforts of all the Parties, the Paris Agreement has been in effect for less than a year since its adoption and is currently being implemented by countries around the world.

"Although countries submitted the NDC by the end of 2015, however, even if all NDCs are fully implemented, the global average temperature can continue to rise. This requires all the party should make more efforts to achieve the goal of limiting global temperature rise below 2 ° C by the end of the century compared to the pre-industrial era." - Deputy Minister Le Cong Thanh affirmed the importance of national review and adjustment of response efforts.

At the same time, the Deputy Minister also said that from October 2 to October 5, in Song Do, Korea, representatives of the countries discussed a lot of issues related to the content of the 1.5oC Report of IPCC.

"IPCC's selection of Vietnam to publish the IPCC's Special Report on the impact of global warming of 1.5oC is an important event; helping us better understand the impact of climate change to find out solutions to adapt and continue to sustainably develop the country." - The Deputy Minister emphasized the role and importance of the publication of the Report at the High-Level Dialogue Conference on Climate Change.
